Eve Air Mobility and FlyBIS have signed a binding agreement for up to 12 eVTOL aircraft. The deal includes two firm orders and purchase rights for ten additional units, moving the partnership from a prior letter of intent announced in 2022 to a concrete fleet commitment for Southern Brazil.

Johann Bordais, Chief Executive Officer of Eve, stated the agreement demonstrates customers are progressing from market development to concrete fleet commitments. He cited high demand for urban air mobility in the region. Gustavo Zanettini, co-founder and CEO of FlyBIS, described the signature as a significant milestone that brings the company closer to introducing new regional and urban connectivity.

Southern Brazil routes selected for initial operations

The partnership will deploy eVTOL services connecting key cities in Southern Brazil. FlyBIS plans to operate routes in the states of Santa Catarina and Rio Grande do Sul.

Planned connections include Navegantes, Balneário Camboriú, and Florianópolis, with additional services to Gramado and Bento Gonçalves.

Prototype advances through transition-flight testing

Eve’s full-scale engineering prototype has completed more than 70 flights. The aircraft has undergone hover and low-speed testing phases.

It is now advancing through transition-flight testing. This includes in-flight activation of its rear pusher propulsion system to achieve wing-borne flight. Eve aims to complete the full transition by the end of 2025.

The company plans to fly conforming prototypes with a crew in the second half of 2027. Certification and entry into service are targeted for 2028.

Government and industry collaboration underway

Brazil's government is actively engaging with the emerging urban air mobility sector. In September 2026, the Ministry of Ports and Airports convened aviation authorities, government representatives, and Eve.

The discussions focused on establishing requirements for the ecosystem. Key areas included aircraft certification, vertiport infrastructure, energy supply, operational safety, telecommunications, and airspace integration. Brazil is considered a premier market for urban air mobility, supported by government authorities and strong passenger demand in growing cities.

Two operators are now committed to deploying Eve’s eVTOL, with several others showing strong interest. The next immediate milestones involve continuing the prototype's transition-flight testing. FlyBIS is also preparing a new fundraising round dedicated to fleet acquisition.
